कंगाली में आटा गीला

कहते है जब मुसीबत आती है तो चारों ओर से आती है। एक तो देश के हालात Corona के चलते पहले ही अस्त वयस्त हो चुके है। देश में मजदूर और किसान दोनों की  दशा दयनीय होती जा रही है। सब्ज़ी, फल पैदा करने वाला किसान तो Lockdown की वजह से पहले ही घाटे में चल रहा था और गेंहू की फसल बेचने के भी लाले हो गए है। ऊपर से मौसम किसानों की चिंताओं को बड़ा रहा है। किसान जो अपना पुरे साल भर का खर्च इसी फसल से चलाता है उसके सामने बहुत बड़ी समस्या है। फसल कटवाने से लेकर बेचने तक के इंतजाम नाकाफी साबित हो रहे है। पशुओं के चारे की समस्या अलग है। इसी सीजन में पशुओं के लिए भी पुरे साल भर का चारा इकट्ठा किया जाता है। वैसे तो ये समय सभी के लिए घोर विपदा का समय है लेकिन किसान के लिए हालात बाकियों से ज्यादा बुरे है। किसान की पुरे साल भर की योजना इसी सीजन पर निर्भर रहती है। इसमें किसान को बैंक का ब्याज, साहूकार का ऋण, घर की जरूरत के लिए सामान, पशुओं के लिए चारा, आगे की फसल की तैयारी भी करनी होती है। बारिस ने किसान की चिंताओं को ज्यादा बढ़ा दिया है। यदि किसान फसल ही नहीं उठा पाएगा तो उसके लिए हालात बदत्तर होते जायेगें। 

सरकार भी इस समय ऐसी स्थिति में नहीं की वो किसानों की ज्यादा मदद कर पाएगी। सरकार किसी न किसी तरह स्थिति सँभालने का प्रयास कर रही है। बहुत से परिवारों को राशन और नकदी सहायता उपलब्ध कराई जा रही है। लेकिन फिर भी बहुत से परिवार ऐसे है जो जरूरतमंद है लेकिन अभी तक उनको किसी प्रकार की मदद नहीं मिली है। सरकार वित्तीय संकट का हवाला देकर कर्मचारियों की सैलरी और पेंशन पर भी कैंची चला सकती है। महंगाई भत्ते को तो सरकार एक साल के लिए रोकने के आदेश दे चुकी है। अभी इससे भी आगे सरकार आंकलन करने में लगी हुई है की कहां से कितनी बचत हो सकती है। कर्मचारियों की सैलरी और पेन्शन में कितनी कटौती संभव है। बिज़नेसमैन के लिए भी स्थिति ऐसी ही है सभी काम काज बंद पड़े है। हालाँकि सरकार ने कुछ काम शुरू करने की स्वीकृति जरूर दी है लेकिन वो काम भी तभी शुरू हो सकते है जब परिवहन सुविधा हो, सप्लाई चैन काम कर रही हो। तो कुल मिलाकर ऐसा लगता है हालात को सामान्य होने में बहुत समय लगेगा। कोरोना से लड़ाई अब केवल कोरोना मुक्त होने की नहीं रही है बल्कि भूख, गरीबी, बेरोजगारी से लड़ाई लड़नी होगी और ये लड़ाई बहुत लम्बी होगी।

The vegetable, fruit cultivator was already incurring losses due to the lockdown and has also become reluctant to sell wheat crop. The weather above has been a major concern for farmers. The farmer who spends his entire year with this crop has a big problem. Arrangements ranging from harvesting to selling are proving insufficient. The problem of animal feed is different. In this season, all year round fodder for cattle is also collected. Although this time is a time of great calamity for all, but for the farmer, the situation is worse than the rest. The farmers' whole year plan depends on this season. In this, the farmer also has to prepare bank interest, moneylender loan, goods for household needs, fodder for animals, preparation of further crops. Baris has increased the concerns of the farmer. If the farmer will not be able to raise the crop, then the situation will get worse for him.

The government is also not in such a situation at this time that it will be able to help the farmers more. The government is trying to manage the situation in one way or the other. Ration and cash assistance is being provided to many families. But still there are many families who are in need but have not got any help yet. The government can also scissor salaries and pensions of employees citing financial crisis. The government has ordered to stop dearness allowance for one year. Even further, the government is engaged in assessing how much savings can be made. How much reduction in salary and pension of employees is possible. The situation is the same for businessmen, all work is closed. Although the government has given approval to start some work, but those works can be started only when there is transport facility, supply chain is working. So overall it seems like the situation will take a long time to return to normal. The fight with Corona is no longer just about being corona free, but it will have to fight hunger, poverty, unemployment and this fight will be very long.
